why do i keep getting this error when i run a shell command in linux?

cp: cannot create symbolic link /home/path/ Operation not permitted

try copying into a linux partition,when there is a partition mismatch(i.e Copying a file from linux to windows e.g libraries then this error comes up)

i think is for the permisions

i think its because the symbolic link is pointing to a directory that doesn't exist in your system or you dont have permissions.
