When my "netbook" battery is critically low,a dialog box says:-
"Your battery is critically low(5%).Your PC will now hibernate due to this.Your PC will NEVER come back on unless it is plugged in!"

Hello Ron - Sorry so long to ask but this just happened. You say you know how to fix, or what it means on a laptop? Great! Mine is a toshiba laptop and the error message about the battery switch only happened to me today. If you still here and get thyis message and know how to fix, I would greatly appreciate you explaining it to me before something happens either to the laptop or the battery. Thanx!

on a pc it means that an ups that is connected with the pc (normally with an usb cable)that the battery of that device is broke.
so you need to replace a new battery in that device.

what do i do about the low battery any way i am connected to outlet

nope, i've never seen it before, well, the only thing i can advise is that to check your power cord, it might be defective and that's why your laptop is not recognizing that there is power coming to it. try removing the power cord and connecting it back again.
