Title: IT Account Specialist
Department: Global Information Technolgy Division
Hours: Full-Time

Reporting Responsibility
Reports to : Head – Solutions Delivery
Supervises : 3rd party system integrators/outsourced services and System Users
Collaborates w/ Management Team of assigned business units for Information Systems Planning, Process Owners for Polices and Procedures and Detailed System Requirements, Applications Specialist for Systems Development and Implementation, Change and Quality Management for Policies, Procedures and Process Design, Technology Resources Management and Operations for hardware, database and network requirements

Position Description:
An Accounts Specialist works as the “mini-CIO” to the business units assigned to him. The main goal of this function is the alignment of IT with the Business.

He is responsible for the details pertaining to the planning, budgeting, scheduling, delivery and support of all information systems that support the business processes. He ensures customer satisfaction with the delivery of the IT services. He facilitates all customer interaction with the IT Division especially when it comes to project activities involving the process owners.

The Accounts Specialist is also responsible for support performance monitoring and review.

Duties and Responsibilities:
A.Information Planning
1. Provides inputs to the overall Information Systems Planning by identifying the information requirements of the business units assigned to him, by determining the appropriate information systems to support them and by assigning priorities to aid the timing systems delivery.
2. Works with the business units to identify areas where IT can provide value.
3. Works with the business process owners in preparing cost benefit analysis to support project justification.
4. Keeps abreast with business trends and performs regular benchmarking of our business practices and standards.
5. Keeps abreast with new technologies and how they can be adopted.

B. Account Management
1. Participates in the strategic planning, budgeting and regular management meetings of the units assigned to him.
2. Keeps the management team of the units assigned to him updated of the status of on-going projects and the unit’s information systems plan.
3. Provides periodic updates on IT services rendered
4. Ensures alignment of IT plans/projects to the business unit’s plans/projects and makes sure that these are properly planned for and budgeted.
5. Coordinates the account’s requirements to all other units of the IT Division
6. Determines business unit’s customer satisfaction level
7. Ensures that IT services are delivered according to SLAs
8. Ensures that systems delivered fulfill business requirements
9. Provides facility for KPI measurement, monitoring and reporting

C. Systems Development and Implemenation
1. Leads the Pre-project Initiation and Project Initiation stages of any systems delivery project.
• Cost Benefit Analysis
• Define Project Scope
• Prepare High Level Business Case
• Review and Secure Approval of Project Plan

2. Works closely with the Applications Specialist during the following stages of systems development and implementation:
• Requirements Gathering (Review and Approval of Requirements Gathered, Verification of Scope)
• Functional Design (Inputs to software selection criteria, Review and Sign-off of Functional Requirements)
• Technical Design (sign-off)
• User Acceptance Testing (Coordinate and overseeing of UAT, Obtain User Sign Off)
• Implementation (Coordinate and Schedule Training, Acceptance of Conversion Plans)
• Post Implementation (Secure System Acceptance and Final Sign-off)

3. Coordinates with the process owners and the Change and Quality Management unit of IT for setting up the following:
• Policies and procedures related to the implementation of new systems or enhancing existing systems
• Data control procedures upon live implementation of system for the following activities:
1. Flow of transactions and documents ( e.g. forms, file transfers, reports)
2. Iidentifying and checking data control figures/hash totals to guide systems operations

Qualifications:
• Graduate of BS degree, preferably in Business/Accounting, Computer Engineering, Computer Science or other related field
• High aptitude and intelligence
• Strong business sense and exposure to various industries including but not limited to media/broadcasting
• Relevant experience in information systems planning
• Relevant training in IT, at least two(2) years of work experience as Programmer/Analyst Programmer
• Relevant experience in systems development and implementation, with at least three(3) years in a project leader or project management role.
